Tethering is a convenient feature that allows you to connect your laptop or tablet to the Internet and use it in places where there is no Internet line or Wi-Fi as long as you have a smartphone. However, tethering may not be used basically because it often provides paid options that are not included in the general contract and must be contracted separately in the case of overseas. Then, how do mobile carriers differentiate between simple communication using a smartphone and communication using tethering?

It is not clear how mobile carriers differentiate communication via tethering from simple smartphone communication. The reason is that it is easy to conceal that users are communicating their searches by tethering, avoiding additional charges.
The easiest way to limit tethering is to ask your network whether tethering is allowed under your current contract and if not, disable the device tethering option entirely. The method of restricting tethering itself through a contract is used when running an operating system defined by a mobile operator.

All transmitted network packets include the transmitting terminal MAC address information. Since the MAC address consists of a communication terminal identifier, etc., it is possible to determine whether the smartphone is accessing the Internet or whether the laptop can be accessed using tethering communication by checking the MAC address of the client.
