On December 23 (local time), an experiment was conducted for several days to block and quarantine Russian domestic networks from the global Internet. This content was disclosed by Aleksei Sokolov, Vice Minister of Communications, at a press conference.
Technical details for this test were not disclosed. However, according to the announcement by Vice Minister Sokolov, it was successful by testing several blocking patterns, including scenarios that assumed hostile cyber attacks from abroad.
The Digital Economy National Program, which made it possible to separate Russian domestic networks from abroad in case of emergency such as a large-scale cyber attack, was proposed in December 2018. In fact, the test for separating the domestic network from the Internet was initially scheduled to be conducted in April 2019, but the start of the Internet Sovereignty Act submitted to Congress in accordance with this program has been postponed after November 1.
The Internet Sovereignty Act mandates state-run organizations, security services, Russia, and all domestic Internet service providers and telecommunications companies to route all Internet traffic under the supervision of the Ministry of Information Technology and Communications. The routed network communication path is intended to pass through a point under the jurisdiction of the Ministry of Information Technology and Communication. This tells us that the monitoring of the Ministry of Communications is possible with an Internet monitoring device like the Great Wall firewall in China.
Vice Minister Sokolov emphasized that Russia’s goal is to provide continuous Internet service in the country under any circumstances. The test results showed that government agencies and telecommunications companies effectively responded to the upcoming threat, and that the Internet and communications were functioning normally.
