The Microsoft Power Toy development team developed and released a tool called Keyboard Manager Settings on GitHub.
The development team explained that for developers and some advanced users, where the use of the keyboard takes up most of their work, reassigning keystrokes can lead to shorter usage times, making it the second most popular topic on Powertoy GitHub. This tool allows you to reorganize the layout of the interior and exterior keyboard keys. It supports remapping at the operating system level and provides a lightweight UI. In addition, existing operating system level shortcuts can be deactivated, and operating system Gebel shortcuts take precedence over application-specific shortcuts, and Windows shortcuts take precedence over application-specific shortcuts. According to Microsoft, the shortcut manager only restarts under certain circumstances. In other words, it is not necessary to reboot the system just by reassigning any key.
