MS·Oracle… Participate in the development of vaccination passport app

The Commons Project, which aims to secure border crossings, announced that it has launched the Vaccination Credential Initiative (VCI), a part of the digital management of Corona 19 vaccination in partnership with a number of companies and organizations such as Microsoft, Oracle, Salesforce, and Mayo Clinic.

VCI aims to enable vaccinators to use their smartphones to access digital records and use them in place of a certificate of record for safe return to work, school resumption, participation in events, and travel. Corona 19 vaccination is gradually spreading, and paper certificates are provided to vaccinationists in the United States. However, the move to digitize such certificates is VCI.

In an announcement on January 13, 2021, VCI said that the current vaccination record system is not easily accessible, controlled, and shared with authentication records, and VCI members are VC (Verifiable Credential) of the World Wide Web Consortium (W3C). And the HL7 FHIR standards-based open, interoperable framework (SMART Health Cards Framework) to enable digital access to immunization records.

The goal of VCI is to enable users to retrieve and store vaccination credentials encrypted data in any digital wallet. In addition, it is expected that papers printed with QR codes will be distributed to people who do not have a smartphone.

Apart from this, the Commons project participating in VCI has already created an application program for digitally managing PCR tests and immunization records called CommonPass, which is being used by several airlines. VCI does not disclose the development timeline, so it is not known when the app will be completed and released. Also, it is not known how to convert from already issued paper certificates to digital. It is also pointed out that this immunity passport, which lifts the restriction on behavior for people who have acquired disease immunity, has problems in both practice and ethics.
