Fallback is a portable satellite modem developed for students of the Royal Academy of Fine Arts and Imperial College London to use when the Internet is shut down by the government.

As government agencies around the world block the internet, there are situations in which citizens cannot obtain information. For some governments, it’s a good way to get better and it’s an effective way to create anxiety and confusion for citizens. The number of cases increased from 75 in 2017 to 106 in 2018 and nearly doubled to 196 in 2019.

Satellite broadcasts and satellite telephones are popular, but satellite modems can be quite new. However, stationary satellite modems for ships that have been isolated on the water have also emerged. Fallback is a product designed to be the size of a palm that can receive minimal information. What is displayed on the smartphone is a simple text from a news site registered in advance, but it is transmitted through an encrypted satellite.

Fallback uses an algorithm that predicts which country and region the Internet will be blocked. In addition, it is equipped with a function to be wary of past blocking records and specific keywords that predict blocking, and to back up news from registered sites in advance.
