The Apple App Store and Google Play do not allow the app to implement its own payment system inside and outside the app, but require payment through the App Store. However, the Arizona House of Representatives has passed a bill that bans compulsory payment through the App Store and allows application manufacturers to use their own payment method.
The submission was a major amendment to the previous Arizona House Bill 2005, which banned Arizona-based developers from requiring users to use certain in-app payment systems as a monopoly for user payments. It also protects Arizona-based users from paying with proprietary payment systems.
The bill doesn’t point to a specific app store, but it requires the use of a storage payment system. It is considered to be for the App Store and Google Play. Retaliation against developers who do not use the store payment system is also prohibited, but online stores for game consoles and music players are excluded.
The bill was passed at 31:29 in Congress on March 3, 2021. However, it remains unclear whether Eoansd will still be a state law, as Governor Doug Dush will be able to decide whether to veto or not, if it is passed by the Senate later. The App Store payment fee is also causing a legal battle between Epic Games, Apple, and Google, the makers of Fortnite.
